They will see to it that contractor and his employees will get a clear understanding of the things that they want to be done. They will sign a contract that would indicate their agreement on the terms that were stated.
However, before they can start with the construction, they have to secure the government's permission to construct a building in that area. They will be the ones to file the paperwork and submit the things that are required from them.
The fate of a project would lie on the competence of the hotel developers that are handling out. That is why it is important for business owners to partner themselves with firms that are known to give good results to the people that they work with.
