So getting around is no problem. Taxis are everywhere and keenly priced. Luckily , most of the things you will want to see are potentially out of San Jose, so low cost auto rentals work great because you most certainly do not want to drive in San Jose! In fact unless you plan to visit in Costa Rica for a long-lasting period, I would avoid driving in San Jose, the country's capitol.
In the event you do have an accident, they have a methodical and discerning system for determining the guilt of the parties for the purpose of reparation. However a warning: raw sewage still spews uncontrolled daily from homes and hotels directly into the rivers and streams and into the sea near these popular beaches. So much for Costa Ricas fragile eco system and swimming/surfing in Costa Rica!
