The New Roads and Street Works Act require that anybody who partakes in work on behalf of a utility company is qualified for the activities being carried out. Its purpose is to make sure that the local authorities and companies work together whilst works on the highway are taking place. This leads to increase in road safety and minimises traffic congestion to road users and thegeneral public.
NRSWA training is right for any company or individual carrying work on the UK's roads and highways with the aim of: protecting the highway structure, giving respective counties extra powers to police highway works, ensuring safety, ensuring journey reliability times and minimising inconvenience to road users and the general public.
The New Roads and Street works Act 1991 states that NRSWA qualifications are a legal requirement for utility companies and those working under Section 50 licences when carrying out works that necessitate the excavation and reinstatement of the highway. The New Roads and Street Works Act stipulates that a qualified Operative must be on each individual site at all times. In addition to this a Supervisor must be available to visit the site at least once each day.
Qualifications are also often specified by client organisations and local authorities when employing contractors for works including the excavation or reinstatement of the highway for other purposes.
Courses can offer alternative options by breaking down the separate units to allow candidates to achieve a qualification that is tailored to their role. These main areas of competence include Signing, lighting and guarding, the location and avoidance of underground apparatus, the excavation in the and monitoring of the highway and the monitoring and reinstatement of road surfaces and sub-layers.
On successful completion of the course, candidates will be awarded a City and Guilds Certificate and subsequent registration with the Street Works Qualifications Register (SWQR). Registration with SWQR is available for various combinations of units to suit individual requirements. Prior to attending and training, candidates should consult with a course provider to identify which units need to be studied in order to gain the required certification.
Individual units are assessed through a mixture of written examination, oral questioning and observation. Supervisors are required to be assessed observing the performance of an Operative. Practical tasks within certain units will require the candidate be assessed on their ability to carry out essential risk assessments and produce sketches.
